local environmental challenges and the decentralization process which common perspectives for action by local elected representatives

The document presented comes to continue the work of reflection on the common perspectives of action in environmental matter within the framework of the Group of initiative of the elected local representatives for the environment. It aims to go beyond the observation of the complexity of decentralization to orient itself towards the search for alternatives in order to overcome the structural and conjunctural difficulties of the local Tunisian reality. This work will present the opportunities offered by the Code of local authorities promulgated on May 9, 2019 but also the difficulties that accompany its implementation by the municipality mainly with regard to environmental matters in particular in the context of the decentralization process after more '' a year and a half of the entry into force of the Code. Finally, this document will attempt to present recommendations that will allow local elected officials to overcome certain difficulties, which will constitute a starting point for joint reflection.
